The advisory council has 23 members from a range of backgrounds, including a number of medical professionals, other experts and patient advocates. The first meeting of the body, which is chaired by Dr Tom Keane, took place on 24 October 2018.
According to documents presented at the meeting, topics of discussion included “citizen engagement and communication”, “person-centred models of care”, “teams of the future” and “population-based planning”.
A “key topics for discussion” document noted: “The lack of geographical alignment between the Hospital Groups (HGs) and Community Healthcare Organisations (CHOs) creates an impediment for the health system to deliver on its integrated care objectives.
“The [Sláintecare] programme provides for the establishment of regional integrated care organisations with one budget for the population of each region to enable the planning and delivery of person-centred care services.”
Another document distributed at the meeting posed questions to the members, including: “Can you suggest radical change ideas or proven disruptive reforms to support the implementation of a population-based approach?”; “What do you think success would look like after three years?”; “What do you think are the key barriers to success in terms of realising citizen engagement and empowerment?”; and “Can you identify quick wins?”
The meeting was also addressed by Ms Laura Magahy, Executive Director of the Sláintecare Programme Office.
The advisory council is due to meet between two and four times per annum. Members will not be remunerated but will have direct travel expenses reimbursed.
