HSE managers claim €100k in expenses over two years

Around €100,000 in combined expenses was paid to nine senior HSE managers in 2022 and 2023, according to data released under Freedom of Information law. 

Chief Clinical Officer Dr Colm Henry claimed over €40,000 during this period (€17,346 in 2022 and €23,644 in 2023). Most of the expenses were for travel and subsistence (approximately €30,000) while over €7,000 related to training and development, according to the records.

Mr Damien McCallion, Chief Technology and Transformation Officer/Deputy CEO, was the next highest claimant. Mr McCallion’s expenses totalled €29,631 and were mainly for travel and subsistence. Mr McCallion was Chief Operations Officer from June 2022 to June 2024 and previously held national director roles with responsibility for the Covid-19 vaccination programme and test and trace.

Some €16,780 in expenses was claimed by Mr Pat Healy, National Director for National Services and Schemes (€5,370 in 2022 and €11,410 in 2023). Mr Healy was National Director for Clinical Programme Implementation and Professional Development during this period.

Chief People Officer Ms Anne Marie Hoey claimed €3,661; while National Director of Communications and Public Affairs Mr Mark Brennock received €2,595. Mr Brennock made no expenses claims in 2023.

CEO Mr Bernard Gloster, who commenced his role in March 2023, received €2,519.

The other recipients were Mr Joseph Duggan, who was appointed as Chief Internal Auditor in January 2023 (€2,922); Chief Information Officer Mr Fran Thompson (€899); and Chief Finance Officer Mr Stephen Mulvany (€324). Mr Brian O’Connell, Interim National Director of Estates, took up his post in 2024.

A HSE spokesperson said all the expenditure was compliant with its expenses policy.

“The HSE reimburses an employee for travel and subsistence expenses incurred wholly, exclusively, and necessarily in the performance of the duties of employment while on official business away from their base, and employees assigned to field duties,” they stated.

“The HSE complies in all respects with Department of Public Expenditure and Reform circulars and office notices, as amended from time to time, regarding travel and subsistence.”
